The problem is its a photo the website put up.  When you go to upload a new picture there are 3 pictures showing what you can't upload.  A porno picture for no naked photos, a gun for no violent photos, and Hitler for no racist photos.

You can always upload every photo - there is no technology avaible that can really control that - thatwhy the users are include to report these photos that are uploaded... and you are right we have started to go through that 1.2 mio integrated photes.. on each photo and profile site you have now a report abuse icon to click on it... this will open a ticket in the office to have a look on that photo!
