High Stakes In Paris Race To Be First 'madame Mayor'

5974122229398827436.jpgblog Anshu Jain speaks during a session at the World Economic Forum (WEF) in Davos January 25, 2014. REUTERS/Ruben Sprich' style='float:left;padding:5px' see page /> But away from the boulevards, charming cafes and scenic bridges lie big-city problems. A housing shortage is worsened by wealthy foreign buyers and a tenth of apartments left vacant by landlords who complain tenants' rights are too generous. Though the mayor has no power beyond the line of 19th-century city walls into suburbs that are home to a further 6 million, she will be expected to tackle problems that include rising rents, a transport system struggling to serve poor outlying areas and a brain drain that has seen the city's brightest financial and creative minds head to London for work. This is the legacy Kosciusko-Morizet wants to exploit. A member of Sarkozy's UMP party whose public recognition factor is enough for her to be known by her initials "NKM", the candidate casts herself as a champion of the middle class who will tackle crime, let stores open on Sundays, extend hours on the Metro and put a roof over the noisy orbital motorway, the "Boulevard Peripherique", which divides Paris from the suburbs. But Kosciusko-Morizet, who has patrician Polish roots and a reputation for iciness, is dogged by accusations she is a carpetbagger who aims merely to use the mayoral post as a launchpad to become France's first woman president - an ambition she does not deny. Never shy of pressing her case, she recalls with pride that Chirac once dubbed her "L'Emmerdeuse" - the pain in the neck. "Her major weakness is that she hasn't managed to show that she's completely connected to Paris," Dabi said. Yet by reminding voters of national issues like rising taxes and unemployment that have plunged Hollande's approval ratings to record lows, Kosciusko-Morizet could benefit from broader disillusionment with source the Socialist party.

California High Court Asked To Take Up High-speed Rail

5972873616284127100.gif He rescinded the rail authority's funding plan, ordered it to get more environmental clearances and show how it will pay for the first 300 miles of work, which is estimated to cost about $31 billion. Stuart Flashman, one of the attorneys for the Central Valley landowners who sued the rail authority, called the state's request to the high court unprecedented and "mind-boggling." "They're basically saying the courts have no right to do anything to image source stop this project," Flashman said. "When you think about it, it's incredibly disrespectful to the judiciary, very in-your-face, just -- `Shut up and let us go do what we want."' Friday's urgent filing casting the judge's rulings as potentially devastating to the project is at odds with repeated claims made by high-speed rail officials and the governor. Rail authority CEO Jeff Morales said after the judge's November ruling that addressing the judge's concerns would not take long and that he did not think it would "have any material effect on the project." The state's petition says that if the Supreme Court does not review the case, allow the state to sell bonds and proceed with construction, "the future of the high-speed rail system may effectively be determined by two superior court Kim Kardashian rulings untethered from the law approved by the Legislature and the voters to build it." Plans to build a 520-mile network linking Northern and Southern California have been plagued by years of legal and political setbacks. Construction that was scheduled to begin in the Central Valley in spring 2013 is now forecast to start sometime this spring. The state financing plan had relied upon significant federal investments to prop up the project, but congressional Republicans have effectively blocked further high-speed rail funding. The federal government has awarded $3.5 billion in grants to the project, including $2.5 billion in federal stimulus money that requires a dollar-for-dollar match and must be spent by 2017.
